Until recently, nicotine pouches sat in a regulatory grey area in the UK: legal to sell, but with no statutory minimum age. That's now changing under the Tobacco and Vapes Act, which received Royal Assent on 29 April 2026.
What changes on 29 October 2026
Three measures affecting nicotine pouches come into force:
- Minimum age of sale of 18 for all consumer nicotine products, including pouches — selling to under-18s becomes a criminal offence.
- A ban on free distribution of nicotine products (no free samples).
- A ban on vending machines dispensing nicotine pouches or vapes, with narrow exceptions.
