FDA Authorizes ZYN to Be Marketed as Lower-Risk Than Cigarettes: What It Means
On 30 June 2026, the U.S. Food and Drug Administration issued Modified Risk Tobacco Product (MRTP) orders for 20 ZYN nicotine pouch products — the first time any nicotine pouch has been granted this status. It's a genuine milestone for the category, but it's widely misunderstood. Here's precisely what the FDA authorized, and just as importantly, what it did not.
What the FDA actually authorized
The FDA granted Swedish Match USA permission to market 20 specific ZYN products with one exact, agency-reviewed claim:
“Using ZYN instead of cigarettes puts you at a lower risk of mouth cancer, heart disease, lung cancer, stroke, emphysema, and chronic bronchitis.”
The orders cover ten ZYN varieties — Chill, Cinnamon, Citrus, Coffee, Cool Mint, Menthol, Peppermint, Smooth, Spearmint and Wintergreen — each in 3 mg and 6 mg strengths. The FDA concluded that, for these specific products, the claim is scientifically accurate, that consumers understand it, and that allowing it would benefit public health overall. PMTA vs MRTP: two different green lights
This is where most coverage gets muddled. There are two separate FDA decisions:
- January 2025 — PMTA authorization. The FDA authorized these 20 ZYN products to be sold in the U.S. (the first nicotine pouches to clear that bar). This is about legal marketing, not health claims.
- June 2026 — MRTP order. A separate, higher bar that allows the specific reduced-risk claim above. This is the first time a nicotine pouch has earned it.
What it does not mean
A modified-risk authorization is not a clean bill of health. The FDA is explicit on several points:
- “Lower risk” is not “safe.” The claim is strictly relative to smoking cigarettes — it does not mean the products are risk-free.
- Nicotine is still addictive. The authorization doesn't change that.
- It's for adults who smoke. The benefit the FDA identified is for adult smokers who switch completely — not for non-users, former users, or young people.
- It's product-specific and U.S.-only. It applies to those 20 ZYN products in the United States — not to all ZYN products, not to other brands, and not automatically anywhere else.
Why it still matters
Even with those caveats, this is a landmark. It's the first time a regulator of the FDA's standing has concluded that a nicotine pouch, used instead of cigarettes, carries lower risk for a defined set of serious diseases — a significant moment for how the category is understood. It also sets a scientific and regulatory precedent that other products and markets will be measured against.
